Do agnostics make a judgment before they have any relevant information at hand?

A typical agnostic looks at the universe and thinks, “I don’t know whether or not there is a god.” Isn’t this agnostic’s perception already tainted with prejudice? If this person’s mind was truly open, the question of “Is there a god?” would not even enter into it, right? A person with a truly open mind would look at the universe and see simply the universe, nothing more, nothing less, wouldn’t they? Do you think this kind of person who leaves open all possibilities is an atheist?
