Please help with creating a maintaining webpage for beginner, freeware program help? aus domain options?Thanks?

Hi i'm new at webpage design and was hoping someone can point me in the right direction for a good program - a freeware one to create the page - my page is relating to art so do'nt want it to look to basic and also a good cheap australian company to get a domain name. Then if anyone can tell me the process do i get the domain name set up the page and then link the page to that domain???
