If one of your family members is doing animal cruelty, would you report on them?

My cousin has two boston terriors. She LOVED to play with them and take them to parks and do lots of fun stuff with them, but ever since her husband died, she hasnt been taking care of them. She lives with her mom and her mom doesnt want the dogs inside the house. So the dogs sleep outside. Its been like three years her husband died. And every time i go to my aunts house, i ALWAYS see the dogs in a kennel. They can barely move. And when someone pes by the kennels, the dogs just start to shake and cry and i feel so bad. And right know, its freezing outside and all the have is a blanket to cover the cage. Just one. and they only get out of thier cage lke 3 times a day. And they only have like about 10 minutes to pee and poop in the backyard. One day i look inside the kennel, and there was like a big puddle of pee inside and the poor dog was just lieing ontop of the pee. I was keep telling my mom that i was going to call animal cruelty because i am sick and tired of seeing those poor innocent dogs just freezing to death and being in a kennel for hours and hours. I just cant stand to see that. They SMELL really bad. I just feel like stealing the dogs and keep them. I dont care if she my cousin, what shes doing is animal cruelty. And i was thinking in calling to make a report but i was wondering if when you report, they ask you for your imformation, like whats my name and all that stuff.
